Effective use of taxpayers money for roadworks

The history behind the project is that it was set to widen the existing network from Junction 16 and Junction 23 – a stretch covering 22 miles. The contract was let in May 2009 a 18 month delay. One of the responses from the Highways agency was that it was debating if using the hard shoulder at Peak times in a attempt to ease the traffic and reduced the need to widen the motorway. As a result this delayed the start of the work and the testing took longer then originally anticipated. A full lessons learnt report is needed to ensure that in the future costs don’t rise in this manner and the taxpayers money is used effectively.
